Government-Enterprise Collaboration Boosts Foreign Trade Quality – Mianyang Municipal Bureau of Commerce and Mianyang Customs Co-host Special Training & Exchange Session on Cross-border E-commerce

To implement national arrangements for high-quality development of cross-border e-commerce, resolve compliance challenges confronting foreign trade enterprises in cross-border operations and improve the professionalism of municipal foreign affairs service teams, Mianyang Municipal Bureau of Commerce and Mianyang Customs jointly held a full-day special training and exchange event on cross-border e-commerce on June 11 at the International Economic & Trade Headquarters of China (Mianyang) Science and Technology City. Representatives from commerce and taxation authorities of all districts, counties and industrial parks, as well as key foreign trade enterprises across the city attended the event.
 
The event integrated policy interpretation, practical training, on-site visits and interactive Q&A. It brought together professional officials from customs, taxation and foreign exchange administrations together with top industry instructors, creating a face-to-face communication channel between government authorities and enterprises. Leading officials delivered opening remarks to clarify the core objectives of the training: advancing the digital transformation of Mianyang’s foreign trade and standardizing cross-border e-commerce operations.
 
During the policy briefing session, section chiefs from Mianyang Customs delivered detailed explanations on the 1210 customs clearance model for comprehensive bonded zones and cross-border e-commerce supervision rules. Staff from Mianyang Tax Service and Mianyang Branch of the State Administration of Foreign Exchange successively interpreted tax regulations and cross-border payment & settlement policies applicable to cross-border e-commerce. They sorted out key compliance requirements for enterprises and pinpointed potential operational risks in daily business.
 
In the industrial practice sharing session, industry experts delivered case-based lectures on two trending topics: tapping emerging overseas markets with AI digital tools and realizing digital overseas expansion via Alibaba International Station. They provided actionable solutions tailored to the actual development of Mianyang’s local foreign trade sector. Attendees were arranged to visit the cross-border e-commerce exhibition hall in the Economic & Technological Development Zone during the break to gain direct insights into local supporting facilities for cross-border industries.
 
Free discussion and on-site Q&A were arranged in the latter half of the training. Enterprise representatives raised practical questions concerning customs clearance obstacles, tax declaration, cross-border capital settlement and government-enterprise coordination. Relevant department officials offered targeted responses one by one, removing barriers to the implementation of supportive policies.
 
This training was jointly organized by Mianyang Municipal Bureau of Commerce and Mianyang Customs. The two authorities will regularly launch cross-border e-commerce policy briefings and enterprise support programs to further optimize the business environment for cross-border e-commerce. Leveraging new digital foreign trade formats, they will drive steady growth of Mianyang’s foreign trade industry.
